Starting a pet shop in India? It’s not just about business β itβs about responsibility. Every pet shop must be registered with the State Animal Welfare Board to ensure ethical animal treatment and legal compliance.
Why Do You Need a License?
- Unregistered shops may be sealed
- Animals may be confiscated

State Board and SPCA can inspect your shop anytime. Denying access can lead to license cancellation.
Who Can Apply?
π€ Individual
- βοΈ 18+ years old
- βοΈ Mentally sound
- βοΈ Not barred legally from contracts
π’ Company
- βοΈ Must be a registered entity in India
4-Step Registration Process
- Step 1: Application
Submit Form-I to your State Board with βΉ5,000 fee and an affidavit. Include details about your shop, vet access, ventilation, and animals for sale.π₯ Download Form-I (PDF)

- Step 1: Application
- Step 2: Receive Certificate
If approved, receive a non-transferable license valid for 5 years. You must file an annual animal report.

A government-approved vet inspects your shop within 3 months and submits a report.

- Step 4: Final Approval
Based on the report, the Board either continues or revokes your registration (with 30 daysβ notice if revoked).

What You Must Follow (Checklist)
